CMF-1.3 AMP released as package

The AMP (Advanced Metadata Patch) for CMF-1.3 has been around for a while. There have been some changes regarding stability as well as documentation. Additionally I packaged it up as a complete CMF-1.3 to support the ease of installation as well as windows users without access to the patch utility.
