Frozen Logger

Sets environment variable STUPID_LOG_FILE (if it is not already set) to something like this:

    /<INSTANCE_HOME>/var/FrozenLogger.txt

Use for Zope ISP accounts that don't give you control over environment variables (but do let you install Zope products).
