Use Case: Publish a new ZGotW issue

Goal

Publish newest ZGotW issue to the Zope lists.

Steps

1. Publisher solicits Reviewer to take ownership of a new ZGotW Issue.
2. Reviewer agrees to handle the Issue.
3. Publisher updates the Issue, assigning Manager/Owner rights to Reviewer, and perhaps adding additional uploaded files, images, etc., as illustrations.
4. Publisher sends notification of newly published Issue to the Zope list, including the question text and a link to the reply page for the Issue.
