For site managers, learning to use the CMF should occur in steps. The learning process affects the goals of the CMF. The steps are as follows.

1. The site manager installs the CMF software and follows steps to set up a basic CMFSite.
2. The site manager customizes policies such as who can join and what actions users can perform.
3. The site manager customizes, creates, installs, distributes, and updates skins.
4. The site manager customizes, creates, installs, distributes, and updates site functionality such as new content types, workflows, etc.
5. The site manager customizes, installs, and updates add-ons by developers.
6. A developer creates and distributes CMF add-ons.

Very nice idea to (1) spell this out, and (2) see it as a central theme conditioning the shape of the system!
