Gideon Replication
There are three primary replication types i'm interested in, site replication
for scalability, functional replication for distributed servers, and file
replication.
The openacs seems to have some prebuilt functionality for site replication.
To facilitate functional replication some interserver apis need to be
defined which facilitate multi-master package replication.
file replication will be based off a packages's gdn_uri which should
be a globally unique id (guid).

clarifying, site replication deals with distributing workload for the python catalog site. i'm not sure what i was referring to with functional replication :(,
i believe i was interested in replicating the webservices offered by the repository.
simplification, scratch the guid's and move to file repositories based on package-key splits ie /x/xo/xoltar
