 Key Concepts

  - Low impediment, should not overly burden developers.

  - Flexible, should be available in different formats with different
    information sets. For example i would envision an experienced unix
    developer to want to have access to changelogs for a python package
    their installing/upgrading where as a windows newbie might just
    want to install it and not really care about author/changes/etc.

  - Need to support multiple variants (pep241, osd, gdn)
