Memo to self about URL-encoding and ZPublisher marshalling.

I'm sick of waiting for every Zope userid to be downloaded when I want
add an Owner local role for myself.  Here's the URL to fake it GET-style::

http://www.zope.org/Wikis/zope-xml/conceptual%20introduction/manage_setLocalRoles?userid=karl&roles%3Alist=Owner

Clicking on that will give me the Owner role for that wiki page, if
you have the perms for it, except that I already have it :)
