Tracker concerns that ought to be attended before institution

  - Some Zope security-mechanisms changes as of this writing have
    broken the tracker's viewability filters, and more and bigger
    changes are due shortly that will *have* to be accommodated.

  - Some time needs to be devoted to assessing the resource load the
    tracker incurs, before allowing everyone on zope.org to create one
    of their own!  I was learning zope (and ZClasses were being
    created) in the course of this project, and i need to look back
    some more now that i'm better clued in to the way things really
    work...

  - The most pressing of the SeriousUserInterfaceNiggles

  - There may be some concerns in the TrackerTracker:Tracker that need to be
    addressed before wide release.
