SOAP Methods as external methods

This is a hacked up version of ExternalMethod. The change is, it calls a method that is available as a SOAP export. It uses the SOAPpy library to access the SOAP server.

A newer version is available at EIONET's page, they took over maintainership for SOAPMethod from me.
